MARITIME MEXICO FMM PROCESS
This is not a government document but is a guide to help get you through the process to enter Mexico by water and complete the immigration process. If you have any specific questions you should contact the INAMI.
The National Immigration Institute (INAMI) is required by Mexican Law to manage the presence of foreign persons visiting Mexico. We welcome our visitors and hope your experience visiting Mexico is enjoyable. INAMI has created a new process in order to facilitate documentation of those persons wanting to visit Mexico by water to engage in recreational activities. This includes as an example sportfishing, whale watching, and diving.
The process has three steps to be completed by you and one completed by INAMI. The following is summary of the steps followed by the actual procedure and related web links.
Actions By You:
- Pay the documentation fee on our Web portal,
- Completing a spreadsheet with the information of the boat and the passengers
- E-mail the spreadsheet to INAMI
Actions By INAMI:
- INAMI will E-mail you back an authorization, which you should keep aboard your boat along with the receipt of payment.
- Passport of the Person Responsible for the boat.
- Vessel Documentation (State or Federal Registration).
- Credit Card in the name of the Person Responsible for the boat.
The payable fee of $295.00 pesos (Two-Hundred and Ninety Five 00/100 Mexican Pesos) per foreigner is set by the Federal Fee Act (Ley Federal de Derechos) in its Article 8, Section I.

Follow the instructions and save the receipt to your computer. You will need it when you E-mail the passenger list to INAMI in the next step. Also print out a copy to keep aboard the boat.

The following link will take you to a web page that has easy to follow instructions. Download the spreadsheet to your computer. You will see sample information on the spreadsheet. Delete the sample information and insert your passenger list. Save it to your computer following the instructions on the web page to name the file correctly.
E-mail the spreadsheet and payment receipt to INAMI. A list of the Port INAMI Addresses can be found at the following Web Site:
As an example if you are leaving Southern California you would send the E-mail to the Ensenada INAMI Office at BC_ensenada@inami.gob.mx .
Applicants will receive an email from INAMI either authorizing the trip or denying entry to a passenger intending to enter Mexico’s territorial water onboard the given vessel.
The authorizing email will contain INAMI’s permit to enter as a Visitor without Permission to Perform Paid Activities. The length of stay will cover the amount of time asked for min the application, yet such shall not exceed 180 days nor may it be used for multiple entries and departures. A copy will be sent to the Secretary of the Navy (SEMAR) and to the Secretary of Communications and Transportation (SCT.)
